To create the Package in your WHM please follow the below steps:
1: Login to your "WHM" panel, then click on "PACKAGES" under that you will see as option "ADD a Packages".
2: After that you need to fill the information about the resources you want to provide to your package like package name,Disk,Bandwidth,Addon etc.
3: Click on ADD and the Package will be created.
